Mann, who is from the Detroit area, has a history of recruiting southeast Michigan and will come to Columbia from Oakland University, where he spent one season in Rochester, Mich.
Previous to that, he was with the Cyclones for four seasons, helping lure players such as Monte Morris from Michigan to Ames for head coach Fred Hoiberg, the former NBA player who now coaches the Chicago Bulls.
Mann also has coached at Dayton, Western Michigan and Central Michigan.
Mizzou has a history in Michigan, as former players such as Doug Smith, Albert White, Arthur Johnson and Ricky Paulding were all from the Detroit area.
Martin was hired by Mizzou from California, where he coached the last three seasons after three seasons in the SEC at Tennessee. He previously hired Michael Porter Sr., the father of No. 1 recruit Michael Porter Sr., as an assistant coach. The younger Porter then committed to Mizzou.
