Otey rates as a 4-star prospect and is ranked as the No. 20 cornerback in his class, according to the 247Sports composite rankings.
The Blackman High School product told SEC Country in June that “Tennessee was the place for me.”
Tennessee holds commitments from three prospects – Cameron Wynn (athlete), TJ Sheffield (wide receiver), Te’cory Couch (cornerback) – in the Class of 2019.
The decommitment comes after a string of top-level commits to the Class of 2018. The Vols currently have the No. 3 class in the country for the cycle.
